erin mackey (aka glinda from wicked) was the acting double.
In some scenes is a double, in others (when Annie and hallie appear together in front of the camera) are the special effects.
how did they get the two girls on there? lindsay lohan isn’t a twin.

They replaced erins face with lindsays.
Lidsay had an acting double, Erin Mackey. Whenever Hallie and Annie needed to interact, Erin would step in as one or the other of the twins, and then later, if the shot was perticularly close up, they would digitally replace Erin’s face with Lindsay’s. Or if there is a shot where one twin is up close, and the other is farther back in the background, the one in the background is Erin. The director talks about this in a featurette called “how hallie became annie” in the special features.
